That sure looks like a side stand bracket to me.

However, I'll go out a limb here...

Your foot pegs look like standard, 1964 - 1969 versions, that had the metal foot pegs that folded, but someone "added on" a side stand bracket.

It doesn't look exactly like mine, but pretty close.

How does the side stand stop on it's forward movement?

Mine has that little "tang" (bottom, forward end) that keeps the side stand from going too far forward, keeps it more vertical in it's deployment, thus keeps the CT more upright when deployed.

I don't see that "tang" on your bracket.
Maybe that's how it was done back then.

When you get a side stand mounted, see if the side stand uses the foot peg bar to stop forward positioning. Just looking at your photo... to me the side stand would appear to stop quite a bit forward from the vertical position, I'd guess almost a 45 degree angle forward. Probably would still work, but I'll guess that the side stand itself might need to be longer to keep the CT standing more upright. Or, maybe having the CT lean over a lot would be OK. It wouldn't be too hard to make a little "stop" for the existing side stand.
