Those voltages appear to show the lighting circuit has a dead short. Sounds like headlamp/taillamp wiring incorrect or grounding out. Two ways to diagnose here. Start by doing a point to point check using the wiring diagram. Or disconnect the taillamp or headlamp wiring while observing the battery voltage. If you disconnected both and voltage still drops below 1 volt then start tracing wiring back to the source. be suspect where wires pass through tight places or are subject to chafing against metal parts.
Warning, if it is a dead short only energize the ignition briefly to check voltage. You could damage the ignition switch or other components. Does the battery have the standard 15 amp fuse installed?
