Honda designed the stock engine to run with the air restricter that is in the luggage rack air intake.And the stock exhaust and ignition as well.My guess is the engineers wanted a bike that had a good compromise of torque and horsepower over a wide range of RPM and altitude,started easy,etc.Modifying any of these will require changing carb main and idle jets and ignition timing.
