Well, I believe I have the issue fixed, my parts arrived last week, so yesterday I went back into the carb, replaced the 2 month old needle and seat with a new set, replaced the new rubber packing in the petcock with another new one, this time flipped to the other side ( although both sides look the same ) , set the float lower in the float bowl so it takes less fuel to seat the needle, put everything back together, went for a quick ride, all is well, parked the bike and left the petcock open... and the inline shut -off's open,.there isnt any fuel on the ground this morning and the shop didnt blow up, so I must have fixed the problem.

Had to be a combination of all of the items, more specifically the needle and seat.
