Welcome, Riley!

What a colossal bummmer! Had a machine get away from me just today, real un-funny to the max.

I wrote in another thread how the circuits work in Keihin carbs. Possibly some of that info would help explain it to you:

Sounds like your problem is in the low speed as idle jet circuit. That's the smaller of the 2 brass jets in carb body just above float bowl. The low speed has a really tiny hole that must be open all the way though. You'd need a very small & strong wire to fit in after soaking in solvent. All the other bleeder holes must be cleaned also, usually with wires or jet cleaning tool. Two at carb inlet rim, one in middle of throat, one more in rear near intake manifold, plus main jet must be opened up through & through.

Sometimes carb is okay [very rare on a bike that sat] amd what's needed is a quick valve adjustment and timing adjustment. If your late model is CDI ignition it wouldn't apply, but otherwise clean & adjust points too.

All this fol-de-roll is usualy required to get one of these wee beasties up and at 'em again if they've languished in retirement. Many, many threads to search out here to get a CT90/110 education so you're well armed with knowledge necessary to get it right. Aso click on the link at top of main page for the companion site that has lots of tech info.
