And not add in any metal before doing the "grooving"? Then try to find a smaller diameter kick start lever?
Seems like if the metal ridges are gone, then you'd need to add some metal, i.e. weld it up, machine it round, then groove it. And, you couln't really do that without removing the shaft , as the welding heat would cause some issues with seals, oil, etc.Or, am I out in the weeds?I've probably seen half a dozen kickstarters with a bolt through the shaft and they lasted for years, provided the bolt and the bolt hole fit well, i.e., not a small bolt in a large hole.
