On the handlebar there's two Phillips head screws that hold the switch/throttle assembly in place. Once you remove the two screws the switch halves will separate allowing the throttle tube to be removed.There's a raised cork screw area in the tube that rides on the hinge the cable itself is connected to thus allowing the throttle cable movement. If the tube was installed "out of the groove" it wont move. On the carb side if you have the top set unscrewed from the top of the carb and it won't pull up it's probably gummed up and needs a little help. If you look in the intake side of the carb you should see the grey plastic slide with the needle sticking down. Don't use a screwdriver or any other metal object as a pry bar as it will damage the slide and top set. Spray some carb cleaner in there and let it soak. Spray carb cleaner in the where the top set screws in as well. If you can get the cable loose at the handlebar you can then soak the whole carb with the cable attached..
