There should be a small fiber washer inside that "top". You can see where it should logically be in order to seal the top to the carb when you screw it down. Test for leaks there with a propane torch or carb cleaner. I bought a fiber washer at ACE that works perfectly but before that I was using yellow teflon tape that was specifically for gasoline applications. I found it in the plumbing aisle of Home Depot. It also worked.
